Screw for 1 cowling latch is loose. Where can I get a one?

Get one from your A&P, otherwise you will have to buy many at a time.

The whole latch assembly is most likely Piper P/N 65202-02 - that's what is used on my Six.
The screw is like a fastener from SouthCo - for instance their Quarter Turn fasteners (here's one of their data sheets: http://www.southco.com/resources/documents/19.en.pdf - last page).

Are you talking about the four latches on the Piper PA-28-161 with the quarter turn wingnut lock?  If so, I found the proper parts and a source in stainless steel.  If you do not want stainless, then you may want to order as Piper parts.  Wagaero has the complete kit in stainless steel at about $135/ per latch.  That includes new side straps and the receptacle as well as the Wingnuts and washers.
