STC Permission Requirements

If my cylinders were bored in 2004 using an STC for .010 oversize do I need an STC permission statement from the STC holder. It looks like this rule Title 14 21.129 was adopted in September of 2006. Is there a look back requirement to get this permission statement or are prior STC applications grandfathered ?

    I assume the plane is running well & passing annual? If so I'd find other things for your attention. JMHO of course.
