IFR Winter Flying

I obtained my IFR rating on November 2nd and am now looking at the practical use of the IFR rating during winter months in Michigan while flying a 1973 Piper Challenger with of course no anti ice equipment. Am interested in hearing from others in the northeast who fly IFR during the winter and your experiences.

Would you fly IFR in the winter if there was a scattered to broken cloud layer that you could quickly fly through to be on top. I have heard others say they simply do not file or fly IFR in the winter as if it is freezing or below on the ground, there will be ice in any cloud even if it is scattered to broken. My wife and I use the plane on a regular basis to fly from Michigan to South Carolina and upstate New York but of course until now it has always been VFR.

So I guess I would be interested in hearing from anyone about how practical your IFR rating is during winter months in the NE. Thanks in advance for any comments.
